What they do?

Cleo mods are scripts that can write to the game's memory, assign player abilities and invulnerabilities. They are usually used as tools or a way to customize your game to fit your needs. They can do many things. They can add things to vehicles, add clothing to the player, add actors, make cutscenes, basically anything that the game can do, CLEO can do.

Are these harmful?

Not by a long shot. Due to the fact that they are plugins, if they cause any negative effects, you can just remove them from the folder. They do not require you to replace any of the game's important files. If two mods interfere, the worst that can happen is a game crash. Just remove the interfering mod and the problem will be resolved.
